SBGC Advances Attainable Workforce Housing Proposal in Empire Township

Sleeping Bear Gateways Council (SBGC) recently presented a long-term plan to develop up to 40 acres of jointly owned Empire Village and Empire Township property exclusively for attainable housing. The proposal outlines a 99-year land lease, with SBGC providing an upfront lease payment to the Village and Township in exchange for the ability to develop the property solely for attainable housing—creating substantial new year-round tax revenue while preserving community control of the land.

Following a positive reception, both municipal entities voted to move forward with an Exploratory Committee that will consider the potential benefits and issues for the first phase of the project. The committee will include:

  • Mike Rivard – SBGC
  • Jon Lanphier – SBGC
  • Kathy Wiejaczka – Empire Township
  • Dan Davis – Empire Village 

Once the Committee has finalized its work, the Township and Village will need to approve entering into a long-term lease with SBGC or its assignee.  The first phase will consist of 10 acres if both municipalities agree to move forward.

The Committee is expected to initiate its work in January of 2026.
